The percentage of Internet users is definitely much higher in reality. If UN data ito, most likely based on ITU (Intl telecomms union) data, which is based on NTC official data, which only uses internet subscriber data. Syempre sa isang bahay na may nakasubscribe na isa, pwedeng lima hanggang labinlima ang users in actuality. Di rin counted ang mga nagiinternet sa cybercafe, gamit ang cellfone, at wifi.
